The Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP) is a mandatory certification process for products imported into Nigeria. This program ensures that goods meet Nigerian Industrial Standards (NIS) or approved international standards, safeguarding consumers from substandard or unsafe products.

What Is SONCAP Certification?

SONCAP is a regulatory framework established by the Standards Organisation of Nigeria (SON) to verify that imported products comply with established standards. The certification process involves product testing, issuance of a Product Certificate (PC), and obtaining a SONCAP Certificate of Conformity (CoC). This certification is essential for customs clearance and market access in Nigeria.

Who Needs SONCAP Certification?

All imported products, except those explicitly exempted, require SONCAP certification. Exemptions include:

  • Food products

  • Medicines and pharmaceuticals

  • Medical items other than equipment and machines

  • Chemicals used as raw materials by bona fide manufacturers

  • Military ware and equipment

  • Imports classified as contraband by the Federal Government

  • Used products, excluding automobiles

Products falling outside these categories must undergo the SONCAP certification process to ensure compliance with Nigerian standards.

The SONCAP Certification Process

The certification process involves several key steps:

  1. Product Testing: Before applying for SONCAP certification, exporters must have their products tested by a SON-accredited laboratory to verify compliance with relevant standards.

  2. Issuance of Product Certificate (PC): Based on the test results, a Product Certificate is issued. There are three types:

    • PC1 (Unregistered): Valid for one shipment, issued upon satisfactory completion of inspection and product sampling.

    • PC2 (Registered): Valid for one year, issued upon satisfactory completion of supplier verification.

    • PC3 (Licensed): Valid for one year, issued upon satisfactory completion of a factory audit.

  3. Application for SONCAP Certificate: With the PC in hand, exporters can apply for the SONCAP Certificate through SON’s electronic platform, submitting necessary documentation such as the PC, commercial invoice, Form M, and packing list.

  4. Verification and Inspection: SON or an accredited inspection body may conduct verification and inspection of the products to ensure they match the specifications and quantity listed in the application.

  5. Issuance of SONCAP Certificate: Upon successful verification and inspection, SON issues the SONCAP Certificate, which is mandatory for clearing goods at Nigerian ports.

Routes of SONCAP Certification

There are three defined routes for obtaining SONCAP certification:

  • Route A (Unregistered): For occasional importers, each shipment requires inspection and testing.

  • Route B (Registered): For registered products, a Product Certificate is valid for one year.

  • Route C (Licensed): For licensed manufacturers, a Product Certificate is valid for one year and requires a factory audit.

The choice of route depends on the nature of the product and the frequency of importation.
