Tank Farm Construction in Nigeria: EPC, Jetties, Metering and Operations Scope

A tank farm project is a storage and transfer system, not simply a collection of steel tanks. Buyers seeking EPC contractors in Nigeria should define product, capacity, throughput, site conditions and the intended operating model before requesting a price. Prepare a design basis

State the products, working capacities, receiving and dispatch modes, throughput and future expansion needs. Provide site information and identify what surveys and investigations remain outstanding. Qualified engineers should determine the applicable design standards and approval route.

Differentiate a concept estimate from an engineered construction offer. A budget derived from tank volume alone leaves out site works, utilities, transfer systems and operational requirements.

What should the EPC package include?

• Engineering deliverables and design reviews.
• Tankage, foundations and associated civil works.
• Product lines, pumps, valves and transfer interfaces.
• Electrical, instrumentation and control systems.
• Metering, sampling and stock reconciliation arrangements.
• Safety, environmental and emergency systems designed by qualified parties.
• Testing, commissioning, training and handover documentation.

Use an interface register so each component has an accountable designer and installer. Make exclusions explicit before comparing tenders.

Jetties, berths and marine interfaces

For petroleum jetty construction or rehabilitation, identify the marine designer, port permissions, vessel envelope and transfer requirements. Mooring, berth access, loading equipment and product lines need a coordinated design. Access at Lekki or another port must be confirmed with the authorised operator.

A storage contractor should not be assumed to hold every marine qualification or permission. Set separate scopes where necessary and define who manages integration.

Custody transfer and product control

Metering requirements should be agreed with the operator and commercial counterparties. Ask about measurement basis, calibration, testing, records and the process for resolving differences. Choose equipment and services for the product and duty, rather than buying a generic meter package.

Maintenance and operating readiness

Plan inspection access, spare parts, operator training and maintenance documentation during design. Tank cleaning, vapour recovery, jetty maintenance and security services each require a defined specialist scope, suitable personnel and applicable approvals.

Do not hand over a facility with only an equipment inventory. The operator needs an accepted operating and maintenance file, responsibilities, emergency arrangements and a clear route for warranty and defect claims.

Evaluate contractors and project costs

Request relevant experience, named delivery personnel, engineering capability, quality systems and subcontractor responsibilities. Verify references and regulatory status. A supplier photograph is not proof that the contractor built or operates the depicted facility.
