Pre-Clearance Review · Customs Budget Certificate

A customs analyst checks your shipment before it ships.

Calculators estimate. Humans certify. Send us your supplier invoice and documents, and within 24 hours a Wigmore customs analyst returns a Customs Budget Certificate: your duty range, every paperwork gap, risk flags, prohibition screening and the best port for your cargo — before a single dollar is committed.

What your certificate covers

Six checks. One document. Zero surprises at the port.

Every review follows the same analyst checklist we use on our own cargo — refined across thousands of clearances.

01

Landed-cost budget

A line-by-line duty and charges range for your exact cargo — duty, levies, surcharge, FOB charge, ETLS and VAT — so the money you set aside is the money it takes.

02

Document audit

Supplier invoice, packing list, Form M, bill of lading draft — checked against each other and against what customs will actually query. Gaps found now cost nothing; gaps found at the port cost weeks.

03

HS classification check

Wrong codes are how importers overpay — or get flagged for underpayment. We verify every line against the CET tariff before your supplier prints a single document.

04

Prohibited & restricted screening

Every SKU screened against the current import prohibition list and permit requirements (NAFDAC, SONCAP, quotas) — flagged in writing before the goods exist in a container.

05

Risk flags

Valuation mismatches, labelling issues, missing certificates, supplier document errors — each flag comes with what will happen if ignored, and how to fix it before dispatch.

06

Port & routing recommendation

Lekki Deep Sea, Apapa, Tin Can or air freight — recommended per shipment based on your cargo type, timing and current congestion, with the reasoning stated.

How it works

Documents in. Certificate out. 24 hours.

STEP 01

Send your documents

Share your supplier invoice, packing list and any documents you have so far — straight over WhatsApp or email. Draft documents are fine; catching errors in drafts is the point.

STEP 02

Analyst review

A named customs analyst works your file through our full checklist — classification, prohibition screen, document cross-check, cost build-up and routing.

STEP 03

Receive your certificate

Within 24 hours you get the Customs Budget Certificate: duty range, risk flags with fixes, port recommendation — a document you can take to your bank, partners or supplier.

STEP 04

Ship — and the fee vanishes

Book the reviewed shipment with Wigmore and the review fee is waived in full. The certificate becomes your clearing brief, and the quoted range becomes our working budget.

The fee

One fixed fee per review. Quoted before you commit.

No percentages, no per-document charges, no surprises — you'll know the exact fee on WhatsApp before the review starts. One certificate covers one shipment, however many SKUs it contains.

The waiver

Ship with us and the review is free.

When the reviewed shipment books with Wigmore, the full review fee is credited against your clearing invoice. In practice, most clients never pay for a review at all — it becomes the first step of their shipment.

Built for

The importers who can least afford a surprise.

SMEs with mixed cargo

Forty SKUs, one container, one certificate

Mixed consignments are where classification errors multiply — a single wrong line can hold the whole container. We check every SKU individually and give you one consolidated budget range for the lot.

First-time importers

Your first shipment, checked by your last mistake's worst enemy

Everything that ambushes new importers — Form M timing, SONCAP, valuation queries — is on our checklist because we've cleared it a thousand times. Your first container arrives like your fiftieth.

High-value shipments

When the cargo justifies the caution

Machinery, electronics, vehicles, pharma — where duty runs into millions of naira, a fixed-fee review is the cheapest insurance you'll ever buy. Pair it with our insured lane for full declared-value cover.

Questions, answered

Before you send the documents.

What documents do I need to start a review?
At minimum, your supplier's proforma or commercial invoice and a packing list (drafts are fine). If you already have a Form M, bill of lading draft, or product certificates, include them — the more we see, the more we catch. Photos of documents over WhatsApp are acceptable to begin.
Is the duty range on the certificate guaranteed?
The range is a professional assessment built from the current CET tariff, published charges and our daily clearing experience — it's what we ourselves would budget. The official assessment is issued by the Nigeria Customs Service via PAAR, which is why we quote a range rather than a single figure, and flag anything in your file likely to move it. When you ship with us, the certificate range becomes the budget we work to.
What happens if my goods are flagged prohibited or restricted?
You'll know before you've paid a supplier — which is exactly when you want to know. The certificate states which items are affected and why, and where a compliant route exists (permits, a permitted product variant, free-zone processing), we set it out. That finding alone routinely pays for the review many times over.
How does the fee waiver work?
The review has one fixed fee, quoted upfront. If you book the reviewed shipment with Wigmore, that fee is credited in full against your clearing invoice — the review effectively becomes free. If you take the certificate and clear elsewhere, the fee simply stands. No obligation either way.
Does the 24-hour turnaround always apply?
24 hours is our standard service-level for reviews received on business days, covering the large majority of files. Unusually complex consignments — very large SKU counts or novel product categories — occasionally need longer, and we'll tell you upfront if yours will.
