Choosing where to recycle an end-of-life vessel requires more than comparing scrap demand or sailing distance. The owner needs a named facility that can accept the ship, evidence of its permissions and a lawful movement and recycling plan. Wigmore Trading can help scope sourcing and logistics enquiries for African and international projects; facility capability and the available professional support require project-specific verification.
Begin with the rules applying to the vessel
The Hong Kong Convention entered into force on 26 June 2025 and sets a framework for safe and environmentally sound ship recycling. Determine its application with the flag administration and qualified advisers. An inventory of hazardous materials, the ship’s certification position and the proposed facility’s arrangements need review within the actual project scope.
“EU approved” needs a current facility check
For a vessel subject to EU ship-recycling requirements, check the European Commission’s current information and European List. Approval attaches to named facilities and specified conditions, not an entire country or coast. An ISO certificate, a broker’s assurance or the words “green recycling” do not establish eligibility under the applicable regime. Confirm status at the time of contracting and delivery.
| Market or route being considered | What the owner should verify |
|---|---|
| Nigeria, Ghana and wider West Africa | The specific site, vessel access, local permits, capacity and authorised downstream waste routes. |
| Morocco, Tangier, Egypt and Suez-area routes | The actual receiving facility and approvals; a port name does not prove recycling authorisation. |
| South Africa, Angola and Kenya | Local technical capacity and project permissions for the named vessel and materials. |
| India/Alang, Bangladesh and Pakistan/Gadani | Current facility eligibility, flag requirements and applicable movement controls. |
| Türkiye/Aliaga, China and Mediterranean options | Acceptance, current legal availability and facility-specific evidence, rather than assumptions about a regional market. |
Geography is a shortlist input, not a compliance answer
A nearby African yard can still be unsuitable for the ship’s dimensions, hazardous materials or project permissions. A distant facility may introduce voyage and towage costs that weaken its commercial offer. Compare the complete route from the present location to final delivery. Canal routing, draft, insurance and towage feasibility need qualified review rather than a generic route recommendation.
Review the facility evidence
Request the site’s legal identity, current authorisations, scope limits and relevant inspection evidence. Ask how hazardous materials and recovered streams are documented, who handles specialist work and which downstream facilities receive waste. Worker protection, emergency arrangements and environmental controls should be assessed by competent professionals. A photograph of steel cutting is not evidence that a yard can safely accept your vessel.
Do not redirect a ship to bypass controls
An “alternative shipbreaking yard” should mean a lawful, technically suitable option. It should not mean changing the route to avoid export, waste or safety requirements. The Basel transboundary-movement overview provides background on controlled waste movements. Determine the relevant permissions with qualified legal and environmental advisers before departure; flag and origin-country obligations can remain material.
Prepare a destination comparison
Score each named candidate against legal eligibility, technical capacity, preparation requirements, timing, total cost and evidence quality. Record unanswered questions and conditions precedent. Do not award a contract solely because a bidder calls itself certified, environmentally safe or the best country for ship scrapping. The acceptable choice must be defensible for the specific ship.
Discuss a facility-selection enquiry
Send Wigmore the vessel summary, flag, current location, condition, proposed timeline and any adviser-defined constraints. Tell us whether you need supplier research, quotation coordination or a logistics brief. We can clarify the available sourcing scope and specialist dependencies without presenting an unverified yard list as an approval.
Discuss your requirement with Wigmore Trading
Tell us your location, intended outcome, specifications and target date. We can scope the sourcing, procurement or logistics enquiry and confirm the service available for your project.
