A search for Liberia offshore block investment opportunities should lead to a verification process, not an assumption that every numbered block is on offer. The right starting point is the current Liberia Petroleum Regulatory Authority process and the exact acreage or commercial scope you want to assess.
Wigmore Trading welcomes defined enquiries for project research, equipment sourcing and logistics. This guide does not sell Liberian petroleum rights or claim authority to secure a licence, allocation or government introduction.
Understand the official entry route
The LPRA licensing page describes petroleum rights and a staged direct-negotiation process, including qualification and contract negotiation. Its website also references a 2026 licensing round. Check the live official documents for the applicable round, available acreage, conditions and deadlines.
A company must satisfy the actual process; an expression of interest is not an award. Confirm the source and date of every document before relying on a third-party summary.
How to assess LB-01 through LB-33
The search list includes LB-01, LB-02, LB-03, LB-04, LB-05, LB-06, LB-07, LB-08, LB-09, LB-10 and LB-11; LB-12, LB-13, LB-14, LB-15, LB-16, LB-17, LB-18, LB-19, LB-20, LB-21 and LB-22; and LB-23, LB-24, LB-25, LB-26, LB-27, LB-28, LB-29, LB-30, LB-31, LB-32 and LB-33. This is an enquiry index, not a list of blocks confirmed available.
For the block you are considering, obtain the current map, coordinates, status, data package, contract history and entry conditions. Do not infer water depth, discovery potential or ownership from the number alone.
Build a reviewable screening record
| Question | Why it matters |
|---|---|
| What rights are actually proposed? | A reconnaissance right and a production-sharing agreement have different scope. |
| Who can grant or transfer them? | A broker’s presentation is not proof of authority. |
| What technical evidence is accessible? | Data quality and permitted use affect evaluation. |
| What commitments follow? | Work programmes, costs and liabilities shape the commercial assessment. |
Have qualified legal, subsurface and financial specialists review the proposed entry. Frontier exploration can involve a loss of committed capital. Do not describe a prospect as high-return merely because a neighbouring basin has a discovery.
Supplier opportunities follow a different path
A supplier may need to qualify with a contractor or operator rather than acquire petroleum rights. Identify a real project phase and purchasing entity. Confirm whether the requirement is a survey, drilling campaign, marine service, equipment package or general support contract.
Prepare evidence of relevant capability, product conformity, delivery arrangements and commercial terms. A procurement lead needs a defined scope and buyer; a country-level exploration announcement is not a purchase order.
Prepare an equipment or logistics enquiry
Send the technical specification, quantities, project location, delivery window and inspection requirements. Include dimensions and weights for project cargo, and identify any regulated or hazardous items early. A clear brief helps compare offers on the same basis.
Wigmore can assess a sourcing or logistics scope and confirm available support in writing. Any local partner, operator appointment or service commitment needs verification for the particular project.
Are all 33 blocks open?
This guide does not make that claim. Availability and conditions must be checked against the current LPRA material.
Can Wigmore guarantee an award?
No. Official qualification, negotiation and approval processes determine petroleum rights. Procurement and commercial support do not replace them.
Prepare a useful enquiry
Note the project location, intended role, current stage, product or service specification, quantities, delivery point and timetable. Separate confirmed facts from assumptions and identify documents that still need verification. Start with a non-confidential brief; do not submit credentials, personal medical records or restricted project files through a general sales enquiry.
This checklist is for your own preparation and does not submit information.
