In order to start a Guinness Stout Beer Distributor business in Nigeria, you need to have a legal permit from the Nigerian Alcohol and Drug Commission. You will also need an import license from the Nigeria Customs Service if you are importing alcohol for resale purposes. It is important that there is no age limit on who can purchase or consume alcoholic beverages in Nigeria since this is not regulated by law. The sale of liquor requires an outlet operator’s license which can be obtained from the local council area with jurisdiction over where your establishment is located. If you want to sell beer, wine, malt beverage or spirituous liquors at retail then you must have a Retail License from the same authority as well as tax registration number.

Importing beer into Nigeria
In order to sell beer in Nigeria, you must be authorized to import it. You must be an importer through a licensed importer which will be registered with the Nigerian Customs Service. An import license may only be issued by the Nigerian Customs Service, a Federal Ministry of Health, or a licensed importer which will be registered with the Nigerian Customs Service. The authority to import alcohol is governed by several legislations and international treaties that Nigeria has signed. There is no tax payable on beer imported into the country. If you intend to import wine or spirits, then you must obtain the relevant license from the appropriate authority. You must be authorized by the Federal Ministry of Health to import or export into the country.

Obtaining license to sell beer
A license is required in order to sell beer. This is for both the manufacturer and the retailer. Your producer needs a manufacturer’s license to manufacture beer and must have a warehouse in order to store their products. When you apply for the license to sell the product, your producer must furnish the issuing authority with his factory’s particulars. In addition, your application must also be approved by the trading Standards Council of Nigeria (TSCN) for it to be issued. Once the authority approves your application, you can obtain the license to sell beer from the relevant authority.

Getting an outlet operator’s license
If you are intending to operate an outlet or any type of business where the clientele or your customers have to come into your place of business and buy their alcohol, you must first have an outlet operator’s license issued by the authority to cover the specific area you want to operate in. When you go to the NACDOC to register your business, you will be issued a business licence for the particular location that you have to run your business in. The outlet operator’s license will tell the NACDOC where to collect tax from the applicant on a monthly or quarterly basis to cover the fees for the import duty and the sales tax. You will also be issued with a “license to import” after you have fulfilled all the requirements and meet the required license conditions.

Taxes on liquor
The price of alcohol in Nigeria varies and depending on which category of liquor you choose to sell you may have to charge more taxes on alcohol. The amount of tax applicable depends on whether you sell beer, wine, malt beverage or spirituous liquor and what rate is applicable for each of these alcoholic beverages. Any taxes payable on any alcoholic beverage are levied at a rate which is approved by the National Revenue Mobilisation Allocation and Fiscal Commission (NRMAFC).

Licensing fees

Licensing fees, as approved by NRMAFC, will be payable annually by you. You will need to pay a fee as basic education fees which is equal to five percent of the total amount of alcohol and spirits sold by you in a year.
