A trade-surveillance project should turn market-conduct obligations into accountable controls and reviewable evidence. Brokers, dealing desks and market-making programmes need to understand which activities, venues, instruments and communications their monitoring covers. Wigmore Trading accepts preparatory research and systems-procurement enquiries. Any legal interpretation, compliance assurance or regulated assignment requires the appropriate professional engagement.

Start with a conduct-risk assessment

Map order entry, amendments, cancellations, executions, allocations, personal dealing and access to confidential information. Identify where staff or clients could create misleading trading activity or misuse information. The SEC rules and regulations and the applicable venue framework are the starting point for a qualified compliance team; a generic overseas policy is not a substitute for the relevant Nigerian requirements.

Control area Evidence to request
Client and counterparty onboarding Verified legal entity, ownership, permitted activity and escalation decisions
Order and trade surveillance Complete timestamped records, linked identifiers and alert rationale
Conflicts and personal dealing Restrictions, approvals and accountable review
Regulatory reporting Applicable obligations, owner, submission evidence and corrections
Investigations Documented review, conclusion, escalation and retention controls

Detect suspicious patterns without confusing alerts with proof

Wash-trade detection, spoofing detection, layering detection and insider-dealing surveillance describe defensive monitoring needs. An alert indicates a pattern requiring investigation; it does not establish misconduct on its own. Review order context, market conditions, connected accounts and documented explanations using authorised access. Preserve relevant evidence and refer concerns through the organisation’s approved compliance and legal process. Avoid publishing accusations or automatically penalising customers solely on an unreviewed score.

Onboarding must connect to ongoing monitoring

Define how client classification, suitability where applicable, KYC, AML and sanctions responsibilities are allocated. Ask who resolves incomplete records, potential matches and changes in ownership or authority. Reconcile the customer identifier used in trading with the approved onboarding record. A vendor’s screening result or a name on a register does not remove the firm’s own responsibility to assess the actual relationship.

Choose surveillance software using realistic test cases

Require demonstrations using controlled, non-sensitive test data. Ask whether the system links orders, trades, instruments, accounts and communications accurately, including corrections and late records. Evaluate false positives, missed-event testing, reviewer workload, access restrictions and audit trails. Request evidence of how a rule change is tested, approved, versioned and rolled back. Do not procure a system on the strength of an unexplained AI accuracy claim.

Policies need owners, not just templates

Build a policy register covering best execution, order handling, conflicts, personal-account dealing, information barriers, electronic trading and reporting. Assign an accountable owner, review interval and training record. Set out escalation for surveillance outages, missing data and overdue investigations. Voice recording and electronic-communication monitoring need a documented legal basis, transparent handling, access controls and professional privacy review before deployment.

Measure effectiveness and protect records

Useful oversight measures include coverage gaps, alert ageing, investigation completion, rule changes and unresolved exceptions. Review the quality of decisions rather than rewarding a high number of alerts. Limit access to investigation records and maintain an approved retention schedule. Test whether the team can reconstruct an event from source data through review and reporting, including who made each decision.

Discuss a controls-planning brief

Describe the business model, venue, data sources, current systems, control gaps and intended deliverables. Wigmore can clarify available research and procurement-coordination support. Do not send customer files, suspicious-activity reports or employee communications through an initial sales enquiry. Qualified specialists should determine the compliance obligations, reporting decisions and adequacy of the final framework.

Discuss your preparation requirement

Send a non-confidential brief describing the support you need, project stage and timetable. Wigmore Trading can clarify available research and procurement-coordination scope and specialist dependencies before any engagement.
