An underwriting operation needs a clear connection between risk appetite, authority, pricing, records and portfolio monitoring. A manual that exists only for inspection will not reliably guide daily decisions. A useful review asks how the framework works in practice.

Wigmore Trading welcomes process-review, training-requirement and project-coordination enquiries in Nigeria. The actual insurance specialists, scope and deliverables must be agreed. No authority to accept risk, set binding premiums or act as a regulated insurer is created by a consultancy enquiry.

Map decisions and authority

Identify products, limits, referral triggers and the people authorised to act. Document how exceptions are escalated, approved and recorded. An authority matrix should match actual systems and staffing rather than an idealised organisational chart.

Workstream Evidence to examine
Risk appetite and policy Approved guidance, ownership and review process
Decision controls Authority, referrals, exceptions and records
Portfolio performance Exposure, pricing, claims development and concentration
People and quality Competence, supervision, file review and training

Review portfolio pricing in context

Loss ratios, premium adequacy and profitability should be assessed using consistent definitions and suitable data. Explain the period, earned or written premium basis, outstanding claims and exposure changes. A single ratio is not a complete assessment of underwriting quality.

Portfolio optimisation should consider concentration, accumulation, business mix and the cost of risk as well as sales growth. Ask appropriately qualified insurance and actuarial specialists to review pricing methods and material assumptions.

Test files and controls

A scoped file review can examine whether information, approvals and terms were recorded consistently. Define the sample, review criteria, limitations and how exceptions are reported. Process assurance, internal audit and formal regulatory assurance are different assignments.

Policy development should translate approved appetite into usable guidance, with version control and responsibility for updates. A generic manual should not be sold as sufficient for every insurer or product.

Review outsourcing before delegation

NAICOM’s published prudential guidelines distinguish core underwriting from other activities and restrict outsourcing of core functions. Have the institution’s compliance team confirm the current requirements and the permitted support boundary before commissioning outsourced work.

Administrative assistance does not automatically include underwriting decision authority. Define supervision, information access, confidentiality, quality checks and responsibility for the final decision.

Develop the team around the work

Training, recruitment and department setup should begin with role definitions and a competence assessment. Identify the commercial classes, systems and referral work staff must handle. Confirm trainers’ experience, course outcomes and whether any claimed certification is actually recognised.

For contract staffing, establish the employing or contracting entity, supervision, conflicts, access and termination. Do not assume recruitment or capacity building includes delegated authority to bind cover.

Can Wigmore conduct a governance project?

Describe the process, products and review objective. We can discuss the required support and specialist appointments before agreeing deliverables.

What belongs in the initial enquiry?

Provide institution type, scope, broad portfolio, systems and timing. Avoid policyholder files and sensitive claims information until access arrangements are in place.

Prepare your enquiry brief

Note your organisation type, location, purpose, required deliverable, systems or products involved and target dates. Identify the responsible decision-maker and distinguish preparation, analysis, administration and regulated activities.

Start with non-confidential project details. Do not send medical, identity, borrower, policyholder or private financial records through an initial sales enquiry. Agree scope, permissions and controlled access first. This checklist does not submit information.
