Refined petroleum sourcing requires a defined product, verified counterparties and a workable receiving and logistics plan. A seller’s general claim of refinery access is not a cargo allocation. Buyers should resolve product eligibility and commercial authority before discussing a firm delivery commitment.
Wigmore Trading welcomes documented business enquiries for assessment of sourcing and coordination scope. State the grade, quantity, destination and buyer role. This guide is not a current cargo offer or a claim of refinery ownership, exclusive allocation or guaranteed availability.
Define the exact product specification
Identify the fuel or other refined product, applicable specification, quantity basis and acceptance tests. State the intended market and use. A broad description such as refined petroleum can cover goods with very different quality and regulatory requirements.
Have the responsible technical and regulatory professionals confirm the required grade. Do not approve a substitute because it is described as equivalent without reviewing the relevant properties and market requirements.
Verify the seller and contracting chain
Establish the actual supplying entity, authority to sell and the relationship to the cargo or terminal. Confirm the buyer and payment recipient through independent checks. An introductory letter or refinery logo does not demonstrate control over product.
Have qualified legal and trade professionals review proposed mandates, intermediaries and transaction terms. Avoid payments justified only by an unverified promise to activate an allocation or release a cargo.
Regulatory and receiving readiness
For Nigerian petroleum-product transactions, NMDPRA’s IMPEX portal is an official starting point for relevant import/export-permit information and verification. Determine the licences, permits and other conditions applicable to the actual activity with the responsible specialists.
Confirm the receiving terminal, storage access, product acceptance and destination requirements before shipment. A buyer’s expression of interest does not establish terminal capacity or permission to import and distribute.
Quality, quantity and independent inspection
Agree the inspection company, sampling process, test specification and quantity determination. Define which records govern settlement and how disputes are handled. A generic certificate should not be presented as proof for a different cargo or loading date.
Plan product segregation and the response to contamination or a failed test. Keep the quality and custody evidence linked to the shipment being bought.
Choose the appropriate logistics model
Bulk tanker cargo, tank-container shipments and other formats require different commercial and technical arrangements. Provide the volume, loading and receiving facilities, handling limits and target window. Appoint qualified marine, terminal and dangerous-goods parties for the relevant work.
For vessel transport, confirm terminal compatibility, nomination requirements, insurance, handovers and responsibilities. Do not quote a standard transit time or demurrage allowance without the actual route and contract terms.
Compare the complete commercial offer
Specify the pricing basis, quality and quantity adjustments, currency, payment mechanism and named trade term. Include inspection, freight, insurance, terminal handling, applicable taxes and onward distribution in the commercial assessment.
Review laytime, demurrage, cancellation and non-performance provisions with qualified advisers. A low indicative product price can be outweighed by unsuitable receiving arrangements or unclear contractual obligations.
