Rig licensing, permission for a particular well, an oilfield service permit and personnel travel requirements are different matters. A Nigerian drilling project should identify each applicable requirement, the responsible applicant and the evidence needed before mobilisation. One certificate should not be presented as permission for every part of the operation.

Wigmore Trading welcomes commercial research and procurement-support enquiries. Regulatory advice, applications and technical submissions require the appropriate responsible parties. This page does not promise a licence, fast-track approval or authority to act for NUPRC.

Separate the approval workstreams

Workstream Planning question
Petroleum right and project Who holds the relevant interest and is authorised to pursue the programme?
Well approval What submission and acceptance does the particular well require?
Rig licence What asset and operating evidence must the responsible party provide?
Service-company permission Which service categories and permit scope apply?
Personnel readiness What travel, training and site requirements apply to the people deployed?

Confirm the current position with NUPRC and qualified advisers. This is a planning framework, not an exhaustive legal requirements list.

Use current official channels

NUPRC’s Development and Production information identifies wells and drilling-service functions, including rig licensing and well-location approval work. The OGISP portal is the official starting point for the service-permit process. Verify the category and application requirements for the actual business activity.

Do not rely on a historic DPR-era form or a third-party fee schedule without checking its current status. Record the version and date of the material your project uses.

Build a responsibility and evidence register

Assign an owner to each submission and prerequisite. Record equipment identity, approved scope, supporting technical evidence, company information and outstanding questions. Have the responsible specialists determine what is required rather than uploading a generic document bundle.

Track application, query, response and decision separately. A payment receipt or submitted form is not an issued approval. Keep the formal decision and conditions in the project record.

Personnel permissions are a separate check

Consult NUPRC’s Offshore Safety Permit information and the responsible operator’s current deployment process. Coordinate required personnel evidence through appropriate channels. An OSP record does not replace a rig licence or approval for the well.

Do not send medical or identity records through an initial sales enquiry. Agree lawful handling and access before reviewing sensitive personnel files.

Link compliance to the schedule

Identify the latest date each prerequisite must be satisfied for the proposed mobilisation. Allow for queries and document corrections without inventing a universal approval timeline. Contract dates should reflect dependencies that remain outside a supplier’s control.

For an imported or foreign-operated rig, coordinate customs, local-content, company and asset requirements alongside the drilling approvals. Related workstreams may depend on different authorities and evidence.

Can Wigmore guarantee approval?

No. The relevant authority determines applications. Any support scope should identify deliverables and responsibilities without implying a guaranteed outcome.

How should I start an enquiry?

Share the rig type, proposed work, location, intended role and approvals already held. A non-confidential status register helps the team discuss the appropriate commercial or coordination support.

Prepare your rig-services enquiry

Before contacting us, note the asset type and identity, project location, intended work, approved specifications, programme dates and current readiness. Identify the equipment, personnel or services required and who controls technical acceptance. Separate confirmed information from assumptions and list any approvals still outstanding.

Use a non-confidential brief initially. Do not send credentials, restricted well data, private personnel records or confidential contract files through a general sales enquiry. This checklist is for your own preparation and does not submit information.
